 FOR PROCUREMENT OF SINGLE AND MULTI ENGINE FIXED BASE FLIGHT NAVIGATION PROCEDURE TRAINING (FNPT) DEVICE/FLIGHT TRAINING DEVICE (FTD).

Aero Club of India (ACI) invites bids from reputed and established Original Equipment  Manufacturers/ Authorised Dealers for supply of the following equipment :

1)       Single Engine Fixed Base Flight Navigation Procedure Training (FNPT) Device/Flight Training Device (FTD).

2)       Multi Engine Fixed Base Flight Navigation Procedure Training (FNPT) Device/Flight Training Device (FTD).

Sealed Technical bids accompanied by literatures giving descriptions of equipment, performance data, terms of sale & delivery, warranty and spares etc. and sealed Financial bids be submitted separately for each category of equipment by 1100 hrs (IST) on 23rd  July 2008 at the office of Aero Club of India, Aurobindo Marg, Safdarjung Airport, New Delhi-110 003. Authorised dealers must enclose photocopy of manufacturer’s authority letter of dealership. 

Non-refundable Demand Draft for Rs.4000/- /- or US $ 100 in favour of ‘Aero Club of India’, payable at Delhi must be enclosed with each category of Technical bid, as bidding fee.

GENERAL:

1.             Bids will be acceptable only from the Original Equipment Manufacturers/authorised dealers.

2.             Equipment manufacturers with less than 10 years of manufacturing experience need not apply.

3.             Equipment should be in current production, condition new, accompanied by quality Assurance and test certificate.

4.             Equipment meeting the technical specifications after scrutiny of the Technical bids will be eligible for the Part II of the bid.

5.             Bids should be in two parts :

Part I – Technical Bid and Part II – Financial Bid for each category of equipment. Both the parts should be submitted separately in sealed cover appropriately marked on the cover "TechnicalBid/Financial Bid for (category of equipment)" addressed to The Technical Evaluation Committee, Aero Club of India, Aurobindo Marg, Safclarjung Airport, New Delhi-ll0 003, India, on or before 23rd July, 2008 by 1100 hrs (1ST).

Note:  An OEM/Authorised Dealer bidding for both Single Engine and Multi Engine equipment must submit separate Technical bids and Financial Bids along with the bidding fee of Rs.4000/- or US $ 100 with each Technical Bid.

i) Bids will be opened at 1400 hrs (1ST) on 23rd July, 2008 in the presence of OEMs or their authorised representatives.

ii) Bids received without non-refundable bidding fee of Rs.4000/- or US$ 100 will not be considered. Demand Draft drawn in favour of "Aero Club of India” payable at Delhi, to be included in Technical Bid.

6.             Offer should be valid for at least 120 days from the date of opening of the Technical bid.

7.             Aero Club of India reserves the right to cancel/modify/defer the bid at any stage without assigning any reason and liability.

8.             ACI reserves the right to accept or reject the lowest price bid without assigning any reason.

10.          Technical bids will only be accepted for the equipment which conforms either to JAR STD 3A FNPT Type – II or FAA FTD level 5 (AC 120-45A) and other requirements as mentioned in the Technical Bid QRs .

11.          The Bidder may be required to give a presentation of the equipment.

12.          The successful Bidder will be required to enter into a Purchase Agreement with the purchaser.

Part I – TECHNICAL BID

QR’S FOR SINGLE ENGINE FIXED BASE FLIGHT NAVIGATION PROCEDURE TRAINING (FNPT) DEVICE/FLIGHT TRAINING DEVICE (FTD).

A.            The Flight Navigation Procedure Training (FNPT)/Flight Training Device (FTD) should conform to either JAR STD 3A FNPT Type – II or FAA FTD level 5 (AC 120-45A) :  The bidder should categorically indicate the applicable JAR/FAA standards. 

B.             The Technical bid must be submitted as per the matrix given in FNPT-Type II or FTD level 5 of JAR/FAA standards respectively as applicable.  Additional information should be included in the Technical bid matrix. 

i)

Specify FNPT/FTD – Model offered

 

ii)

The Training Device for Single Engine aircraft should be based on Cessna 172 R Standard aircraft equipped with Garmin 1000 avionics package.

 

iii)

The device must be certified for credit of minimum 40 hours of  flying time towards issue of CPL + IR –Attach copy of Certificate.

 

iv)

v)

Cockpit :

The Cockpit should be full size replica of instruments, equipment, panels and controls as per Cessna 172R with Garmin 1000 Navigation Avionics package, in an Open Flight Deck Area or in enclosed Cockpit, including the Hardware and Software for the systems installed that is necessary to simulate the aircraft in ground and flight operations, duly evaluated, qualified and approved by the Regulator.

  • Should have dual controls and two seats in the Cockpit
  •   Instructor Station with Dual Display : Map/Graphical Display.
  • Instructor Station should have suitable Control Panel for various functions and fault simulation.
  • Provision for downloading/ hard copy of Flight Profile exercise.
  • Storage Memory  - for at least 25 hrs. time.

 

vi)

Flight Navigation Equipment as per Standard 172 R aircraft with Garmin 1000 with Provision to fly precision Instrument approach (Cat I  ILS).

 

vii) 

Visual :

  • Minimum 1500  horizontal x 300 vertical. 
  • Provision for Day/Night and other environmental condition simulation.
  • With at least one  generic plus two specific airfield visual  such as Delhi/Mumbai International Airports (Buyer’ discretion).

 

viii)

 

Audio :  Digital Variable at least for Engine sounds.

 

ix)

Product   Support:

The product support assurance for minimum

10 years.

 

x)   

Manufacture  :  Year 2008 or the latest.

 

xi)     

Training :

·         On site training of Engineers at the Customer’s location for maintenance.

·         Recurrent qualification/certification by Regulatory Authority.

 

xii)

Electrical Power Requirement :  The equipment should be capable of operating on 220-240 VAC/50 cycles.

 

xiii)   

Option of Updating of Flight and Navigation Data  Hardware and Software.

 

xiv)     

Erection and Commissioning of training device by the Supplier at Buyer’s site and subsequent Certification of the training         device by the DGCA India based on FAA/JAR standards

 

xv)

Documentation :

a)       Certificate of Compliance as per JAR STD 3A FNPT - Type-II or FAA AC 120-45A Level 5, as applicable.

b)       Technical Literature /Brochure – two copies.

c)       Copy of Qualification/Validation guide specific to model offered.

QR’S FOR MULTI  ENGINE FIXED BASE FLIGHT NAVIGATION PROCEDURE TRAINING (FNPT) DEVICE/FLIGHT TRAINING DEVICE (FTD).

 

A.   The Flight Navigation Procedure Training (FNPT)/Flight Training Device (FTD) should conform to either JAR STD 3A FNPT - Type  II or FAA FTD level 5 (AC 120-45A) :  The bidder should categorically indicate the applicable JAR/FAA standards.

B.   The Technical bid must be submitted as per the matrix given in FNPT-Type II or FTD level 5 of JAR/FAA standards respectively as applicable.  Additional information should be included in the Technical bid matrix.

The Training Device for Multi Engine aircraft should be based on Baron G 58 Standard aircraft equipped with Garmin 1000 avionics package with Honeywell KN-63 DME.

The device must be certified for credit of flying time towards issue of CPL + IR as per JAR/FAA  - Attach copy of Certificate.
